City council votes 6-1 to increase property taxes

New Orleans property taxes will be going up in 2011 even more, after the City Council approved an amendment on Saturday to increase the millage again.

In a six to one vote, the Council raised property taxes another 7.74 mills, which the members said was needed for the city to maintain services. District B council member Stacy Head voted against it.

The increase is a compromise: it is one mill higher than what the Council approved for the budget on December 1, but it is also one mill lower that what Mayor Mitch Landrieu originally proposed.

"We had to make the hard decision. We had to bite the bullet and nobody likes to do it," said City Council Vice President Jackie Clarkson.

"I'm excited we have a chance on January 1, with our budget, with the citizens giving us our priorities, to start moving forward," Mayor Landrieu said after the vote.

Sankofa Farmers Market Coordinator Job Description

The Sankofa Farmers Market is a weekly farmers market in the Lower Ninth Ward of New Orleans managed by Sankofa CDC. The market operates every Saturday rain or shine and offers seasonal, locally produced, nutritious produce in an underserved neighborhood that has no supermarket within a 6-mile radius. This market is new to the area and will require a staff person whom can work on their own much of the time while adhering to the organizational written systems.

The successful applicant will be a strong organizer, enjoy working with people of different social and economic backgrounds, a zeal to address problems quickly and directly, be able to assist with new and emerging administrative systems, can meet deadlines and be an excellent communicator.

The Market Coordinator’s main work is to: 1. Bring in a diverse (in age, income and geographic location) group of new shoppers, community partners, and volunteers; 2 Increase the number of farmers and fishers in the Gulf Coast region to become vendors at the market; 3) Maintain an active and up-to-date database system for market vendors; 4) Maintain an active database system for community outreach work and activities; 5) Follow the prescribed logistics systems to direct each market day; 6) Help foster community support for the market; 7) Coordinate volunteer activity on market day; 8) Direct the set up and break down the market Welcome Tent and any affiliated materials and activities each week; 9) Maintain accurate weekly records of market activities and reports.

The Market Coordinator reports directly to the Executive Director of Sankofa CDC. The position is 15 hours weekly, with 7 hours on Saturday, with 8 hours for office/outreach duties during the week. The position is 70% outreach to vendors and community and 30% administrative.

Qualifications:

The ideal candidate will be an outgoing individual with excellent communication, organizational, and problem solving skills as well as a strong interest in agriculture, community development, and local economies. S/he must be a self-starter, reliable, friendly, motivated, and able to focus on multiple tasks at once. Attention to detail and accuracy of work, ability to work with limited supervision, ability to manage relationships with a diverse population (schools, seniors, farmers, other community members) and establish and maintain successful working relationships with the staff of Sankofa CDC are important. Knowledge of database software programs and computer word processing important. Must have a willingness to work irregular hours and weekends when necessary. Must have a valid driver’s license. Experience coordinating volunteers is a plus. Relevant work experience in the areas of logistics, coordination, management, and administrative tasks or college degree preferred.

Mayor Mitch Landrieu and the City Council have agreed to raise property taxes by nearly 8 mills

After several days of negotiations over how to balance New Orleans' 2011 budget, Mayor Mitch Landrieu and the City Council have agreed to raise property taxes by nearly 8 mills and double the monthly sanitation fee charged to households and small businesses, the mayor announced early Tuesday afternoon.

The parties also agreed to dedicate revenue from 2 mills of property tax -- about $5.3 million -- for the city's Recreation Department, once a revered institution that has suffered from underfunding for decades. NORD now receives about 1 mill in dedicated property tax.

The council has called a special meeting for 9:30 a.m. Wednesday to introduce the additional revenue-generating measures and to schedule a special meeting for Saturday to vote on the property-tax hike.

When the council adopted the city's 2011 budget on Dec. 1, it voted to raise taxes by 6.74 millls, 2 mills less than Landrieu had proposed. The latest agreement splits the difference, raising the property tax to 7.74 mills.

At last week's meeting, the council also voted to raise the sanitation fee from $12 a month per household to $20 a month, as proposed by Landrieu, but said it intended to boost the fee to $22 in January, as soon as allowed by law.

Members apparently have now decided to raise the fee to $24 a month. The new price for small businesses will be $40.

"The new budget we have agreed upon is fiscally prudent and structurally sound," Landrieu said in a prepared statement. "The millage funds what the people want and need - street and drainage repairs, blight reduction and public safety. The sanitation fee is now more in line with the actual cost of picking up garbage. We must get back to sound fiscal practices and pay for services as we go."

A measure to hike the sanitation fee will be introduced Wednesday but cannot be voted on for 20 days.

The 7.74-mill increase in the current millage rate would bring in nearly $21 million, still $2.7 million less than Landrieu initially sought. The council has said it would make up that difference from other revenue sources, including increasing the sanitation fee even more than Landrieu proposed.

Councilwomen Stacy Head and Jackie Clarkson said they wanted to scale back the millage increase even further but could not gain support from a majority of their colleagues.

The extra mill in property tax would replace a planned increase in the city's excise tax on commercial parking lots and garages. The council had intended to raise that tax but now has decided against that idea. The revenue from 1 mill of property tax would be about the same as the parking tax was expected to generate.

Gates Foundation Education Partnerships in New Orleans

The Bill & Melinda Gates Foundation is helping traditional school districts in nine cities form partnerships with charter school organizations.

These collaborations are supposed to help both kinds of schools learn from each other improve student learning.

The collaboration agreements announced Tuesday will help schools in Baltimore, Denver, Hartford, Conn., Los Angeles, Minneapolis, Nashville, Tenn., New Orleans, New York City and Rochester, N.Y.

A different partnership agreement has been signed in each city, but most will focus on things like access to buildings, opening charter schools to students with special needs or those who are still learning English, and aligning school curriculum to the new national academic standards.

WWOZ's 30th Birthday Bash and Second Line Extravaganza

Fans of the WWOZ boogied down all night for the New Orleans' heralded local, independent radio station that celebrated 30 years on the air playing all traditional jazz and heritage music on December 4. The event, sponsored by Let's Be Totally Clear, served up top local stars who paid tribute to WWOZ last Saturday night at its birthplace, Tipitina's Uptown. During the early days of WWOZ, the station operated out of the upstairs beer storage room at Tipitina's, where the DJ would drop a microphone through the floor and send the live music below straight to the airwaves. The birthday bash showcased live music by Theresa Andersson, Kirk Joseph, John "Papa" Gros, Willie Green and Shamarr Allen. DJ Soul Sister kept the partying going by between each set playing a variety of New Orleans musical flavors. Earlier that day, WWOZ turned out the French Quarter with a second line led by the Treme Brass Band, the Camel Toe Lady Steppers, the New Wave Brass Band, the TBC Brass Band, Black Men of Labor and Mardi Gras Indians through the Marigny and French Quarter, disbanding in the French Market. NPN attends “If Feeling Good Were a Color”: The New Orleans Ballet Association fundraiser



The New Orleans Ballet Association (NOBA) gave an amazing event on December 4 at Harrah's Hotel to raise funds to continue training its young dancers and keep performances alive in the city through this great art form.

NOBA hosted an art exhibition by local artist Terrance Osborne. The show "If Feeling Good Were a Color," showcased the art work of Osborne along with live music from The Mark Weliky Jazz Trio to benefit the organization.

According to NOBA, all of the ticket sales and 50 percent of the proceeds from the sale of Osborne's featured work will go directly to the association. Osborne and his wife Stephanie, said they were truly excited about the turnout in support of NOBA last Saturday night. Many attendees were engulfed with Osborne's trademark style of glamorizing New Orleans culture through brisk, lively colors while evoking a strong sentimental feel through his artwork.

Over 20 portraits were on display at the event, including a few crowd pleasers such as the River Notes jazz band, From Nothing tree, Jazz Bouquet, the BP oil spill tribute entitled Crude Awakening, and the very popular Sydni's Moment ballet recital.

In order to enhance and preserve the works, Osborne's portraits are lithograph prints using the Giclee technique---a French word meaning to "spray" a liquid onto the surface.

For Osborne, he says there's a different kind of experience to know that his art is being used to heal, inspire and "make people feel good" for a great cause. I wanted to remind you about this weekend's really great and fun tour of homes, ArT Home New Orleans. This is really a don't miss event! We chose homes with interesting collections, decor and architecture. With around 25 homes open each day (December 4th, 5th,11th & 12th) we know you will find some interesting ideas to check out. At a low $15 per day, $25 for the weekend, the tour is also a great bargain! If you visit all the homes open in a day, we are offering a complimentary silkscreen print by Adrian Price designed especially for ArT Home New Orleans.

Also, be sure and check out the "Salons" on the tour where the work of artists will be for sale, and the lectures on collecting being presented at the ArT Home New Orleans ticket office at 2285 Bayou Road, at the corner of Rocheblave, or just two blocks to the river side of Broad Street. Lectures are at 11am on tour days.
